It is one of the power generator available by default another one is Bioreactor and is best used on Seabases close to the surface, being relatively ineffective in deeper biomes. It is constructed with the Habitat Builder and can be placed on any surface at any angle. It can also be damaged and destroyed by striking it with the Survival Knife three times. It can store up to 75 energy. During the day the Solar Panel receives the most sunlight and charges the most. During the evening it decreases in charge since it receives less light as the sun goes down. At midnight there is no charge at all. The blueprint for this item is unlocked by unlocking the Habitat Builder. It is crafted with the Habitat Builder. Solar power is the most prevalent power source in the galaxy, and so it is no accident that the standard solar panel is the default means of powering a habitat.

Running a fully operational underwater Seabase is going to take some serious power requirements in Subnautica: Below Zero. There are also different tools and vehicles that require their own sources of power. Each power source has its own pros and cons.

I have noticed a difference between the charge rate of the solar panel on a seabase and the one on Lifepod 5. It seemed to me that the speed of the water fab. Add on all the other stuff you'd need for an interstellar journey and your power needs will quadruple at a minimum, more like octuple. It's not supposed to be a bug. High tech equipment should also be more energy efficient. Build a few of these on a nice clear bit of sand even!! Hopefully the game lore will continue to develop in interesting and unexpected ways. The entire upper section of my base was just a platform for my solar panels. A solar-powered lifepod just doesn't work. Since you can't add anything to the lifepod, it means that you have to give up its unlimited internal power feature and move into a proper base - which you have to power externally - to get all the shiny stuff you really want. The PDA databank entry for the lifepod said something about the pod having some solar cells for power. The deeper they are the less solar energy they will produce. I say it's fictionally viable.
