Snow agent or Servicenow agent can be system administrator who is taking care of the Incidents being raised. But it generally refers to people who are working on Servicenow to fulfill different requirements. In some cases even developers are referred as Snow agent but I said it is a very loosely used term,. So to summarize anyone working on Servicenow to fulfill any requirement can be termed as Snow agent. I think you need to be really careful of what you call snow.
