Hunters are one of the most sought after DPS early on, able to dish out incredible amounts of damage with very little gear. The combination of not being severely mana reliant, not using an alternative resource, and having a pet all work together to give Hunters the strongest early game experience out of any class. This will be fully visible at level 40, where Hunters will be one of the strongest damage dealers in the Season of Discovery for both PvE and PvP content. Because of how strong pets are currently, Beast Mastery is the best Hunter specialization for damage output at level Marksmanship is a close second, but should eventually overtake Beast Mastery at later levels once you have access to more stats and talent points. Hunter has received no major changes for Season of Discovery, but instead have access to incredibly powerful new abilities and buffs in the form of Runes. The most noticeable change for every spec will be the addition of a new core shot to your rotation.

I just happen to have two hunters that I play this tier so I did some raidbots recently, thats only reason why I know. I prefered legion survival myself. The concept was great, but they butchered scaling to the point, they themselves reworked the spec from the scratch rather than fixing it. But at least now its playable and you dont do same numbers when you get 20 ilvls higher as you did in leagion with survival. For example statweights on my marksman are haste 3,52 which is almost half point higher than second highest stat which would be versatility around 3,1.
