With the Reapers attacking everywhere there are a lot of scared refugees running around desperate for a safe place to hide. The Citadel quickly fills up and people are looking for an alternative. Then Sanctuary presents itself. People quickly flock to it and Cerberus finds all the test subjects they will ever need. Now, I understand that everyone who went there was afraid.

ME2 offered a lot more ambiguity, and it might have been interesting if ME3 at least had an option to continue to serve the Illusive Man in a covert capacity, rather than fighting his endless hordes of generic masked minions at every turn.
