All the necessary services are running and I ran the batch file but still recieved the 0xb4 when I tried to update. Also there was one part of the batch script which wasn't executed sucessfully but it was too fats for me to tell which part. I did the repair install with upgrade via the media creation tool. My laptop is now running the latest version of Windows 10 so I'm not longer so worried about security matters.
