This folders cannot be deleted until file Privilege changed from System to Administrator. You need to change the file privilege and then try deleting. I have the same issue. I have tried to rename the file or delete it. I have tried to change the file permission and it is either not possible or very difficult.

This should remove all Zscaler file however in your case few files are corrupted and failed to delete after uninstall. Ask a new question.
