London uses jewelry to bribe her cabin-mate, Padma, to leave the ship so she can have a cabin to herself. Cody finds himself sharing a cabin with Woody, who is very messy. Zack shares a cabin with Bailey Debby Ryan , who is a neat freak. Unbeknownst to anyone, Bailey is a girl who disguised herself as a boy in order to gain a position on the ship after she found out that there were no more vacancies for girls. Zack and Cody agree to switch cabin-mates, but Zack changes his mind after he finds out that Bailey is a girl. After everyone else eventually finds this out, Bailey is allowed to stay, filling the position vacated by London's ex-cabin-mate, and Bailey becomes London's new cabin-mate. This is the last straw for London and she escapes to Parrot Island via helicopter.

Zack, Cody, and London move aboard the S. Tipton to attend high school on the high seas. Zack meets his new roommate, Bailey. The ship takes a detour to Mr. Tipton's villa on Parrot Island in order to track down London who has run away. On the island, they discover that London has been thrown in jail because Mr. Tipton hasn't been very environmentally friendly. Zack and Cody find themselves responsible for money when they get issued credit-card like Student Meal Cards. When Zack runs out of money on his card, he borrows Cody's and uses all his money as well. Now the boys must get jobs so they don't starve. Zack is smitten with Violet, a high society girl, who is vacationing with her family and her boyfriend. When the boyfriend detects that there might be some chemistry between Zack and Violet, he frames Zack for stealing a valuable piece of jewelry. London and Bailey try to convince Zack and Cody that their teacher is secretly dating Mr. So, the girls follow her around the ship and discover that she has a very different secret.
