That does sound puzzling. It sounds like you're doing everything right so I'm not sure what the issue could be. I had this issue once when crimson decided to spread around the area of my NPC housing. When I cleared enough of it from around the houses, the NPCs could be moved back in. Also, make sure there is not an ongoing invasion of some sort. And if you've been hanging around the houses all the time, try both you and your friend moving offscreen for a bit to allow NPCs to spawn in. It's possible they might not be inclined to do so if you're always onscreen where they're expected to move in.

The Demolitionist is an NPC that will move in and sell explosives when his conditions are met. He spawns once the player obtains either a stick of Dynamite , Grenade , Bomb , or a Sticky Bomb and holds the item in their inventory placing explosives in the Hotbar will have no effect , and, as always, the player will need a home for him. He will only spawn in worlds in which the player has held an explosive in any part of their inventory , and the object doesn't need to be used. He will leave his house in the morning, and return back at night. If the player acquires an explosive prior to meeting the requirements to get the Merchant , he will not spawn until the Merchant has spawned. Check out my explosives!
