New fabrics are coated in a chemical called sizing to help keep them wrinkle and stain free, but sizing can block the dye from fully absorbing into the fabric. Let me start by saying, dyeing damp or dry is perfectly acceptable. They both work really well and they will give you great results. However, I personally find it easier to get good color saturation when the shirt is dry.
