There are 23 legendary dwellers in the game, all of which are characters from the fallout series. While this may make the achievement seem worse, I have James twice and can confirm duplicates do add to your percentage towards this achievement! As far as getting the legendary dwellers, it is entirely possible to have them show up at your vault door. The chances are incredibly slim, and hard numbers on chance are difficult to come by, but 3 merged radio rooms fully upgraded and staffed with high charisma dwellers will increase the odds. The only way of getting legendary dwellers is through lunchboxes.

Rare and legendary dwellers keep their outfit when entering the vault, rather than immediately switching to a vault suit. There are 23 legendary dwellers to collect. Legendary dwellers are named after characters from Fallout 3, Fallout 4, and Fallout Rare and legendary dwellers are not unique. A vault can have multiple rare and legendary dwellers of the same name. All rare and legendary dweller cards are equally likely to be found in a lunchbox, regardless of whether any rare and legendary dwellers are already in the vault. Some legendary dwellers, such as Sarah Lyons, Three Dog and Preston Garvey, can be obtained by completing their respective quests from the overseer's office.

In Fallout Shelter, Dwellers are your worker ants. You, the Queen, must protect the colony and secure its future by ensuring they scurry away at their jobs as efficiently as possible. Even laying dubious ant metaphors aside however, there is a more strange - and ethically dubious - side to maximising the efficient running of your Vault, and that's the practice of eugenics.

Dwellers come in all shapes and sizes. Dwellers are vital to the survival of your Vault, as through them you are able to gather resources and fend off threats. Dwellers can be equipped with Outfits and Weapons for when they venture out into the Wasteland.

You're supposed to breed them with full stat dwellers. God, the thought of spending another 4 hours to get another is not enjoyable. The only real source for legendary Vault dwellers are Lunchboxes. It seems I have to spend a smale fortune in real money is I want this achievement done. Thats some evil tho isn't it, they must have realized it evil but not doing anything about it for Xbox users.
