Culturally Nibenese, it is described as the heart of Tamriel. A thriving city, its flooded lower dwellings are sailed by gondolas and riverboats. Moth Priests walk the streets in clouds of ancestor moths. House guards bearing exceptionally long daikatanas keep watch over the streets. The city proper is located on City Isle , which lies in the center of Lake Rumare , but continues across the lake and merges into ruins left by the Interregnum and the villages of the southern Niben River.

It was built on the foundation of an Ayleid fortress known as the Temple of the Ancestors. It is built entirely of stone, in a circular pattern on a river island, with bridges providing access to each of four quarters; two of the bridges lead to exterior sections of the city, the Imperial City Dungeon and the former headquarters of the Mage's Guild , the Arcane University. One quarter is dedicated to the famous or infamous Arena , another is the Elven Quarter. There is also the Merchant's Quarter and the Temple Quarter. The centre of the city contains an exclusive cemetery as well as the White-Gold Tower , where the Thalmor concordat of the same name was signed. This tower is the seat of the government of the city as well as the Empire , as well as a library that contains the majority of known Elder Scrolls. There is an extensive sewer system as well as an ubiquitous Imperial Legion presence throughout the city, with guardhouses in each quarter. The Imperial City has been the site of many battles, including the one between Mehrunes Dagon and a metamorphised Martin Septim in the Temple at the end of the Third Era and the final battle of the Great War that ended in the signing of the White-Gold Concordat. The Imperial City Dungeon , located on a separate segment of the Imperial City and connected by a stone bridge, is a storied place of myth and history. It is in truth most notorious for an absolutely factual historical event that tore at the heart of the Empire of Tamriel and ended the very Septim line of Emperors: it is the site of the assassination of Uriel Septim VII at the end of the Third Era , by the daedric cult known as the Mythic Dawn. Thus began the Oblivion Crisis , a far scarier tale than any myth told about these old dungeons. The site held the offices and main barracks of the Imperial Legion outfit stationed in the Imperial City. The structure occupied by these facilities was very similar to that occupied by the Arcane University of the Mage's Guild , as almost a stone island connected to the main body of the city by a stone bridge. The dungeon itself was connected to the sewage system of the city, lending itself to a number of escapes; the most famous escapee via this route was the very Champion of Cyrodiil, who rescued the Empire from the Oblivion Crisis and solved a great many problems ongoing in the province at the time.

The Imperial City is a large city-state in the center of the Imperial Province. It is the capital of the Empire , and one of several possible locations that the Eternal Champion will have to visit in The Elder Scrolls: Arena. The Imperial City is the final place for Arena 's main quest line , where both the Eternal Champion and Jagar Tharn have their final duel. The Imperial City is a substantially large city, which unlike all other randomly generated cities in Arena , appears to be handcrafted. The city consists of a long, empty stretch of brick road that spans from the city gates to the north, to the palace gates which are directly south. The entire city is a spaced out set of buildings, set up in a block-like fashion. Multiple statues, lamps, and foliage are set around the central walkway. The Imperial City is connected by six roads each leading to their own separate settlement within six of Tamriel 's provinces, with the exception of Summurset Isle and High Rock.

In 1E , the Imperial City survived a plague that swept the Colovian West unscathed and killed King Mhorus Larich of Skingrad, which led his eldest surviving son Dorald, an Alessian priest in the Imperial City, to immediately cede the kingdom to the Empire.
