Hashirama tops the list as the first leader, while Tobirama — as cold as his reign was — did his best to cement duty and tradition. As the mantle was passed down, Hiruzen took the job back after Minato died. Sadly, he didn't oversee Konoha well. Lady Tsunade had a rough go at it, too. It's this attitude of someone that never gives up on their friends that Sarada strives to emulate, and she has not given up on her dream of becoming Hokage, even if she has to do it while still a Genin, as Naruto did.
