In many cases, this approach will result in faster permit issuance so that contractors and builders can commence construction on projects sooner. The process for electronic submittal and transmittal of construction drawings and related permit documents to Building and Safety will remain unchanged. The Building and Safety Division issues building permits and conducts inspections for all construction projects in the unincorporated areas of Ventura County. Building permits are required by State law to ensure new construction meets or exceeds state and local building standards for design and construction of buildings and structures. In addition to health and safety these standards require certain design and construction considerations be made to ensure the efficient use of energy and water resources, and to provide for reasonable accessibility for persons with disabilities in public buildings. Additionally, building permits are required by law for most construction projects, including room additions, large remodels, new buildings, swimming pools, retaining walls, accessory structures, and new electrical, mechanical, and plumbing equipment installations.
