He is Alejandro Vargas ' second-in-command of Los Vaqueros. He also appears in the Season Three opening cinematic. While not much is known about Rudy, he grew up in Las Almas and joined the Mexican Army serving 20 years alongside Alejandro before passing selection to join the Fuerza Especiales and Los Vaqueros. They were a step behind, as Hassan managed to cross the border. Forcing the two to chase him in the United States, where they have no legal authority. They crossed over many houses in a residential neighborhood. Eventually, they were cornered by local police officers outside the cartel safehouse, one of the officers recognized Alejandro and ordered his men to not arrest the two, however, before they can do anything, they were fired at by cartel members. Alejandro and Rodolfo survived the ambush, Rodolfo moved forward to clear the safehouse while Alejandro kept the outer perimeter secured. Rodolfo managed to clear most of the building, until he reached the final one, where he was knocked out by Las Almas Cartel members and taunted by Hassan, who then left alongside the members of the Cartel. Alejandro managed to rescue Rodolfo in time, however, the mission was a failure, due to Hassan escaping. After fighting their way through the area, they managed to reach the final building, there, they discovered that they had missed the window, as Hassan was moved beforehand.

In response, the Armistice initiative was established, which launched several assaults to terminate Al-Qatala operations, assets and resources across the region. However, Ghost soon discovered that Armistice operators had been targeting each other after clouds of deadly gas were released all over Verdansk due to Zakhaev's efforts, eventually leading to the dissolution of the initiative. After escaping the gas attack, Ghost arrived at a classified location in Urzikstan occupied by Ultranationalists , being joined by Charly , Talon and Alex Keller , the latter having barely survived the explosion in Georgia. With the situation in Verdansk slowly worsening, Price and Gaz joined the fight in Verdansk shortly after learning of Zakhaev's plan and the hidden bunkers across the city containing nuclear weapons.

Following the mission, Task Force and Shadow Company are tasked with helping Los Vaqueros apprehend the major to get information on American missiles. Though failing to find Zyani in the safehouse, they manage to capture him with air support from Shadow Company. Following the operation, Parra remained at Alejandro's safehouse as his leader continued to help and Shadow Company capture "El Sin Nombre" and prevent the launch of the second missile.
