Walrein which starts off as a Spheal is also great, but it is found around the 7th Gym, so that might be too late for you, depending on how early you like having your team set up. Manectric Electrike is a solid Electric Type that evolves via level-up and has good enough Stats to carry you through the vast amounts of water Routes and trainers that you'll have to face. Ralts is probably one of the best Pokemon you will get here because of how hard Tate and Liza are in this game. In Ruby and Sapphire they are pushovers but in Emerald, they are tough as nails.
