The current city council has voted no confidence in Solomon while the state Civil Service Commission is investigating hiring and promotions in the Methuen Police Department under his leadership. But some city officials said Solomon should not be allowed to simply retire without consequences after all the years of sparring with city officials over allegations of corruption.
