The Legend of Zelda: Tears of the Kingdom features many shrines for players to complete, each with their own challenges. There is no way to enter the shrine and complete it, at least from a glance. To access the Jochi-Ihiga shrine, head to Tarrey Town and look for the man standing next to the rail car. He has a glowing green crystal that is next to him that he will try to sell to you for rupees before a lady intervenes. Buy the crystal from him for 50 rupees after he lowers the price, which is absolutely a worthy investment. What he gives you is a shrine crystal, which guides you using a beam of light to the shrine that it is associated with. Instead, use Ultrahand and walk with it using this power.
