However, there was more to Buggy's character than just that. After his pedigree was finally revealed to the world, it is no surprise that the World Government wanted him on their good side and offered him the position of Shichibukai. In One Piece chapter after the World Government abolishes the "warlord system" and comes after him, Buggy gives a rousing speech to his subordinates exhorting them to defend his honor or die trying, then runs away just as the rest of his fleet turns to challenge the Marines. Coupled with his strong crew and powerful new alliance with two of One Piece 's strongest pirates, he is a bigger threat than ever. Buggy then set camp in the weakest of all the seas, the East Blue. Crocodile and Mihawk, also former Warlords, decided to unite their forces and create a new organization. As such, only the monstrously powerful pirates are generally considered for this position. In typical Buggy fashion, that is where everything went awry. Under these unwritten criteria, Luffy certainly satisfies the requirements of a Yonko. When Roger was executed, he shed tears, just like Shanks, however, he refused the latter's request to join his crew, wanting to start his own. Other traits, such as having a Yonko gravitas are essential. If this trend continues, he might just have to change his name from Buggy the Clown to Buggy the Pirate King. While even Oda may not go that far for a joke, it does mean that the pirate clown will likely have a major role in the manga's final saga. While his crew is hilariously obsessed and delusional when it comes to him, it goes to show just how charismatic Buggy is.
