The first World Championship that was held as an individual event was in in which twelve nations participated. In , ten teams played a series of round-robin format qualifying rounds to determine which nations participated in the medal round. Medals were awarded based on the final standings of the teams in the medal round. In , thirteen nations took part and were split into two groups.

Subsequently, ice hockey was featured at the Winter Olympic Games , where the World Championship was decided when the two events occurred concurrently, until the Winter Olympics. The first three championships were contested at the Olympics, while the first World Championships that were an individual event were held in The modern format for the World Championship features 16 teams in the championship group, 12 teams in Division I and 12 teams in Division II. If there are more than 40 teams, the rest compete in Division III. The teams in the championship play a preliminary and qualifying round, then the top eight teams play in the playoff medal round and the winning team is crowned World Champion. From the Olympics until the World Championships, only athletes designated as "amateur" were allowed to compete in the tournament. Because of this, players from the National Hockey League and its senior minor-league teams were not allowed to compete, while the Soviet Union was allowed to use permanent full-time players who were positioned as regular workers of an aircraft industry or tractor industry employer that sponsored what would be presented as an after-hours amateur social sports society team for their workers. In , after an agreement to allow just a small number of its professionals to participate was rescinded by the IIHF, Canada withdrew from the tournament.

Since all lower divisions of the Men's Ice Hockey World Championships were cancelled due to the COVID pandemic , [3] all 16 teams from the previous year's top division were set to return this year. For this tournament, the suspended nations were replaced by Austria and France , the two highest-ranked teams in that had not already qualified. Finland defeated Canada 4—3 in overtime in the gold medal game for their fourth title and their first medal ever won on home ice. The tournament saw multiple historic upsets: Austria's first victory against Czechia, and Denmark's first victory against Canada. The seedings in the preliminary round are based on the IIHF World Ranking , as of the end of the IIHF World Championship , using the serpentine system while allowing the organizer, "to allocate a maximum of two teams to separate groups". Each team's roster consisted of at least 15 skaters forwards , and defencemen and 2 goaltenders , and at most 22 skaters and 3 goaltenders. All 16 participating nations, through the confirmation of their respective national associations, had to submit a "Long List" no later than two weeks before the tournament, and a final roster by the Passport Control meeting prior to the start of the tournament. Another duty is to promote friendly relations among the member national associations and to operate in an organized manner for the good order of the sport.
