There isn't necessarily a better choice, per se: due to the way the Special Stat works talked about it in a comment in your previous question , Omastar actually ends up being quite bulky and potent on the Special side, but is slow and has low HP and Attack; Kabutops is a bit faster and has more Attack, while still having high Defense although much lower than Omastar and a bad Special Stat, so it won't do too much with its Water Moves and won't take Special hits too well. At the end of the day, it depends on your preferred playstyle slightly faster but less bulky, slower but tankier ; I'd personally pick Omastar, but that's just as a result of my personal taste.
