I have tried to verify game files but that didn't work. If so, resources might not respawn if you log out or crash before they respawn naturally in game after being harvested. PC people are mentioning having Ragnorak or something installed to fix it, but since the consoles seem to already have the free DLCs installed automatically I'm not sure how servers on consoles can work that around at all.
