But the overall way the game is setup it feels like Fallout 3 very much discourages you from going into a certain character build. From simply not having traits, the perk list feels very constricted, and in general it's just way too easy to become OP and simply finding bobble heads raises your base stats and then the skill books tend to be too plentiful. There is however an alternate method to this. When choosing your S. L points raise intelligence to 9. Upon leaving the vault head straight for Rivet City to claim the Intelligence bobblehead, which raises intelligence to It will be wasted after using the Broken Steel add-on perk, but guarantees max skills and S. After acquiring the bobblehead get the Educated and Comprehension perks. So by level 5 you will have 26 skill points, this will reduce the handicap of waiting till you're level 30 to get all of the S. L bobbleheads.
This build relies on explosive weapons like Rocket Launchers, the Fat Man, and various types of grenades.
