The council was formed on 12 May through a merger of the City of Dubbo and Wellington Council as part of a widespread council amalgamation program. The council comprises an area of 7, square kilometres 2, sq mi and occupies part of the central western plains of New South Wales, surrounding the regional centre of Dubbo. As at the census , the council had an estimated population of 50, As well as the regional centre of Dubbo , the following towns and localities are located within Dubbo Regional Council:. The population for the predecessor councils was estimated in as: [20]. The Dubbo Regional Council is composed of ten councillors elected proportionally. The council is divided into five wards , each electing two councillors.

Dubbo Regional Council has elected its new mayor and deputy mayor, with Matthew Dickerson and Richard Ivey running unopposed. The new council's 10 members were sworn in at an extraordinary meeting this afternoon. Mr Dickerson, who previously served five years as mayor, said it was an honour to return to the role with such a diverse range of councillors. Mr Ivey described his appointment as "symbolic" of the Wellington ward's importance to the council. A main focus for the new mayor and his deputy will be rebuilding trust between the community and council, something they say is lacking. And while Mr Dickerson won't be focusing on past issues within the council during the previous term, he's determined to make transparency a top priority. Part of making sure the community held faith and trust in its council involved being transparent wherever possible, he said. We acknowledge Aboriginal and Torres Strait Islander peoples as the First Australians and Traditional Custodians of the lands where we live, learn, and work.
