The Council of Kangs is an assembly consisting of Variants of Kang the Conqueror who currently control a portion of the Multiverse. As more and more Variants of Kang the Conqueror began to come in contact with each other after discovering the existence of the Multiverse , numerous Variants began working with one another to improve each other's universe using the resources they had. Many alliances were made, ultimately resulting in the formation of the Council of Kangs. However, selected Variants, specifically Kang the Conqueror , did not comply into the alliance and saw other universes as lands to be conquered, thus launching the Multiversal War. Eventually, a Variant by the name of He Who Remains ended the war and compiled a collection of realities into the Sacred Timeline , isolating them from the Multiverse and created the Time Variance Authority to prevent the Council of Kangs from accessing it.

Kang the Conqueror has been described as one of Marvel's most notable and powerful villains. This issue introduced the pharaoh Rama-Tut, a criminal from the year who had travelled back in time and conquered ancient Egypt. It was implied that he was a descendant or future incarnation of Fantastic Four villain Doctor Doom. After a second appearance the following year in Fantastic Four Annual 2 September , the character appeared again, this time under the identity of Kang, in The Avengers 8 published the same month , also by Lee and Kirby. This issue also established that Rama-Tut was a younger version of Kang. A decade later, the character of Immortus , previously introduced in Avengers 10 November , was retroactively established to be a future identity of Kang's in Giant-Size Avengers 3 February Fantastic Four December heavily implied that Kang was not descended from Doom, but from Reed Richards ' father Nathaniel , via one of Reed's many half-siblings. However, subsequent publications, such as Avengers Forever 9 August and Doctor Doom 6 March , have continued to present Kang's ancestry as ambiguous, suggesting he may descended from one, both, or neither of the two men, in particular Kristoff Vernard : Doom's adoptive son and a half-sibling of Reed. Kang featured in an eponymous miniseries in Nathaniel Richards , a 31st-century scholar and descendant of Reed Richards 's time traveling father Nathaniel , becomes fascinated with history and discovers the time travel technology created by Victor von Doom , another possible ancestor of his. He plans to dispose of all of them, but the Avengers manage to force him from the timeline, [13] where a divergent version of him becomes Victorex Prime , archenemy of the Squadron Supreme. Nathaniel then tries to return to the 31st century, but overshoots by a thousand years, discovering that humanity has ruined the Earth through endless conflict using advanced weapons they no longer understand. He finds it simple to conquer the planet, expanding his dominion throughout the galaxy, and reinvents himself as Kang the Conqueror. But this future world is dying, and so he decides to take over an earlier, more fertile Earth.

The Council of Kangs was a trio of divergent Kangs led by the "Prime" Kang identified by his cape , who thought that his other divergent selves were incredibly incompetent. After finding Limbo seemingly vacant, he took it over and began killing the other Kangs, most of whom die in their own failing schemes anyway. Two of the other Kangs were above the rest, so he recruited them to join his cause, forming a council. When the other Kangs had been dealt with, the Prime Kang then betrayed and killed the two Kang council members. As each Kang had their own temporal empires, he had planned to replace them with robots so the Prime Kang would rule them all. However, in the end, it was revealed that Kang was manipulated by Immortus , the actual ruler of Limbo and Kang's future self, into eliminating all divergent Kangs in the Multiverse. Immortus had contained the memories of all the slain Kangs inside an orb, which were transferred to the Prime Kang when he grabbed it.

Ant-Man and the Wasp: Quantumania marks Kang's return to the Multiverse Saga as this variant attempts to escape from the Quantum Realm after he was exiled there. Now "Ant-Man and the Wasp: Quantumania" has arrived, and it finally gave us some deeper insight into Kang. Fans are already theorizing about how Kang in "Quantumania" is tied to He Who Remains from "Loki," but the two undeniably share a loner status. He Who Remains has been living in Limbo for an unimaginable amount of time, and Kang reveals he's been exiled to the Quantum Realm by a Council of Kangs. The ending of "Quantumania" gives us an up close and personal look at the Council, but it ultimately creates more questions than it answers. Maybe the Marvel comics can help reveal some answers. Kang the Conqueror formed the Council as part of a secret master plan, but even he didn't realize the Council's true purpose.
