Gordon almost became the reluctant father-in-law to the Penguin , who sought to marry Gordon's daughter Barbara, thinking that having a family connection to the police commissioner might earn him immunity from the law. The Commissioner of Gotham City Police Department, Gordon is constantly using the Batphone to contact Batman and Robin whenever trouble arises that is beyond his control. Commissioner Gordon is often seen consulting with Chief O'Hara. Commissioner Gordon has the incredibly difficult job of keeping the peace in Gotham City. He is staunchly dedicated to enforcing the letter of the law, but is also fiercely loyal to Batman and Robin who are his duly deputized agents of the law. He will often ignore proper police procedure or hand over command of his police force to give the Caped Crusaders plenty of room to do what they do best. He often employs videos of the Dynamic Duo's exploits to teach his men new crime-fighting techniques. He usually works from his office, so as to be close to the Batphone, but when duty calls he will don his hat and wade into the crime-infested streets of Gotham City alongside Batman and Robin.

Since the s, he is somewhat skeptical of Batman's vigilante method but recognizes the necessity of Batman and the two have a mutual respect and tacit friendship. Some continuities have depicted him to have villainous sons, including James Gordon, Jr. Gordon is an important part of the Batman mythos and has appeared alongside most versions of the character. In most versions of the Batman mythos, he is at one point or another depicted as Gotham City 's police commissioner. Gordon frequently contacts Batman for help in solving various crimes, particularly those committed by supervillains. Because DC retconned its characters' history in the miniseries Crisis on Infinite Earths, and because of different interpretations in television and film, the details of Gordon's history vary from story to story.
