Charlie escapes from Heaven to return to Earth where his best friend, Itchy Itchiford voiced by Dom DeLuise , still lives, in order to take revenge on Carface. Instead, he ends up befriending a young orphan girl named Anne-Marie voiced by Judith Barsi in her final film role. In the process, Charlie learns an important lesson about kindness, friendship and love. It was followed by a theatrical sequel , a television series , and a holiday direct-to-video film.

Regardless, Charlie deeply cared for David to charlie and itchy point of doing anything for him, like in the second film how he promised to take David home knowing he couldn't keep that promise, but desperately tried to keep that promise after his collar disappeared, charlie and itchy. Itchy becomes fond of David after being shown some tricks and pretty much goes along with it. He wakes up… only to find his supposedly dead friend standing before him.
Charles B. Barkin is the main protagonist of the All Dogs Go to Heaven franchise. He is best friends with Itchy and becomes enemies with Carface Carruthers within the plot. He meets Anne-Marie in the first film. He meets David and Sasha La Fleur in the second film, along with various other characters throughout the franchise.

Itchy is cowardly, but kind-hearted and much more caring compared to Charlie, and has a terrible flea problem, hence the name. He is Charlie's best friend, sidekick, and polar opposite, being the voice of reason of the duo and is more reliable. However, he always gets caught up in many of Charlie's messes, though he always sticks by him no matter what. The only time he shows true courage is when his friends are in danger, and can even show aggression when necessary. In the first film, he was less kind and caring much like Charlie was but no less cowardice, he was also but not entirely as greedy as Charlie. He wouldn't warm up to Anne Marie because he knew Carface would try to get her back by coming after them met with violence.

He was voiced by the late Dom DeLuise throughout the entire franchise except that in a flashback scene of the episode "Fearless Fido," he was voiced by an anonymous boy or woman. Itchy's appearance stays the same throughout the whole franchise. In the first film, Itchy appeared slightly older, like Charlie, but no less different from all his other appearances. In the flashback scene of "Fearless Fido," Itchy was shown to wear a red cap, it is shown, on the other hand, that when Charlie and Itchy first met as older dogs in "When Hairy Met Silly," it was Charlie who gave him the cap in the first place. Itchy is fearful, whiny, apprehensive even to the point of paranoia, often times whimpering and hiding when frightened , but kind-hearted and much more caring compared to Charlie and has a terrible flea problem hence the name. In the first film, he was impatient, less kind and caring much like Charlie was but no less fearfulness. He was also a little money hungry too but not exactly like Charlie and wasn't very into the idea of "giving money to the poor", as shown in the scene where Charlie reads the story of Robin Hood to Anne-Marie. And the relationship between Charlie and Itchy was slightly different in the first film as Itchy would call him "boss" on occasion and he was more like a lackey to Charlie than a best pal.

In the series, Itchy lives with Charlie on earth instead of Heaven, they are both roommates in a rundown apartment, working as guardian angels and are every now and then assigned to angelic missions by Annabelle which is soon revealed in a later episode to be the reason Itchy is on earth with Charlie. After Charlie continues to run after here, Itchy follows not too far behind and is approached by Flo where Anne-Marie has dropped her favorite toy. Anne-Marie overhears Charlie's arguing and venting to Itchy about the burden she has caused them.
