Bunnings garden tap

Hi, bunnings garden tap, the tap in my garden is really stiff to turn on or off. I have tried soaking it in WD40 but that didn't help. How do I go about changing it for a nice new tap? I habe very little DIY experience so would appreciate idiot proof advice and instructions.
