Blight anoints

Oils and the ability to use them on certain items to get anointments on them have been added to the Blight league. This is a new type of currency items, which has 13 types tiers. However, it is possible to get Oil a tier higher with the Vendor recipe — three units of oil for one vial of oil of the next tier.
