But these laws tend to do more harm than good, because they allow wrongdoers to rationalize their conduct to hold or even harm someone they believe has violated the law, even when they lack probable cause, a standard many lay people are unlikely to understand. Removing these laws from the books would encourage people who believe they have identified a criminal suspect to call the police instead of taking the law into their own hands, a dangerous step with potentially deadly consequences.
