All the characters have been ranked based on their optimal conditions. Without these items, the characters are obviously not as strong, and, as a result, they would rank lower. Super 71 is a great character not only for Story Mode but for World raids also. He provides a decent amount of damage with his cone-shaped area of effect AoE skill.
